1991
Mary Rhodes

Mary Rhodes served as a two-term council member before elected mayor in 1991, serving three terms in the position. A champion of many causes, Rhodes is best remembered for her efforts to build the Mary Rhodes Memorial Pipeline, which transports water from Lake Texana in Jackson County to Corpus Christi to provide a majority of today's water supply. The deeply unpopular project carried a cost of $130 Million, and needed the cooperation of the Nueces River Authority, Port Corpus Christi, the City of Corpus Christi, and action by the Texas Legislature. In addition to successfully leading this visionary project, Rhodes successfully fought sales tax increases and championed environmental concerns along the Industrial Corridor.
